INVITATION FOR THE EXPRESSION OF INTEREST FOR THE PURPOSE OF PRE-QUALIFICATION
CONSULTANCY, GEOTECHNICAL SURVEY AND AUDITING SERVICES FOR THE LOWER ORANGE HYDRO ELECTRICAL POWER (LOHEPS) SCHEME

NamPower (the national electricity utility of the Republic of Namibia), is planning the possible development of several distributed hydro-electric power stations along the banks of the Lower Orange River, known as the Lower Orange Hydro-Electric Power Scheme (“LOHEPS”) Project.
NamPower invites documented responses from companies or joint ventures that can undertake and have suitable experience in the provision of consulting services for the abovementioned works. The documented responses will contain information on the basis of which respondents will be pre-qualified for the submission of subsequent firm tenders for the works.
The responses received from respondents in response to this invitation will be evaluated by NamPower on the basis of companies meeting the necessary financial, legal, technical, management expertise, project references, insurability, compliance, quality assurance, time frame and other requirements as detailed in this questionnaire. Only parties that submitted responses to this invitation will be considered eligible to submit tenders for the rendering of consulting services.
The consulting services for the Project will be procured based on the FIDIC Client/Consultant Model Services Agreement 4th Ed (2006).
No pre-tender clarification or other meetings shall be held at this stage of procurement.

DETAILS OF HOW TO SUBMIT THE TENDER:
Please submit one original and three copies of the questionnaire in a sealed envelope marked “EOI for Services for the LOHEBS Project: Tender No.: NPWR/2010/26” and addressed to the Tender Administrator of the NamPower Tender Board. The submission is to be deposited into the tender box located at the entrance foyer at NamPower Centre, 15 Luther Street, Windhoek, Namibia.

NamPower has invited submissions from companies or joint ventures to provide consulting services for four work packages, the first of which would entail aerial surveying, geotechnical surveying and consultancy services for the tunnelling and canal works.
Further, the utility was also seeking consultancy services for the electrical works, mechanical works and civil and building works aspects of the project; as well as expertise with regard to financial and commercial model auditing; and expertise with regard to hydrological auditing.
Interested parties had until September 17 to submit their expressions of interest to NamPower.
NamPower is also expanding its Ruacana hydropower station.
Earlier this month, it reported that a fourth, 80 MW, turbine would be commissioned at the power station in March 2012. The first three units of the power station, producing 420 MW, had already been commissioned in 1978.
NamPower is investing billions in new power generation capacity and transmission networks, driven by surging demand.
The country’s national average demand for electricity is exceeding 320 MW, and increases to 450 MW during peak periods.
