Nigeria’s Minister of State for Petroleum Resources (Oil), Heineken Lokpobiri, has called for greater investment in the country’s oil and gas sectors to bolster the renewable energy industry and help meet Africa’s energy needs. Speaking at the African Energy Week (AEW) 2024 OPEC Roundtable session in South Africa, Lokpobiri emphasized the potential for oil and gas development to accelerate the transition toward renewable energy sources.
“For African nations, it’s essential that we don’t remain in energy poverty, especially given our low levels of industrialization,” said Lokpobiri. He highlighted that expanding investment in fossil fuels is vital for creating the funding needed to develop solar, wind, and green hydrogen energy.
The Role of Oil and Gas in Renewable Energy Transition
The Organisation of Petroleum Exporting Countries (OPEC) also underscored the importance of investment in oil and gas to support renewable energy growth. According to OPEC, the global oil and gas industry should be seen as a part of the solution to the climate crisis rather than the problem. The organization pointed to the potential of low-carbon technology, such as carbon capture and storage, to reduce greenhouse gas emissions significantly.
“With energy demand projected to increase by 24% by 2050, our industry can play a key role in meeting this demand while also supporting emission reduction goals,” said Haitham Al Ghais, OPEC’s Secretary General. He emphasized that climate negotiations should focus on reducing emissions rather than prioritizing one energy source over another.
Africa’s Energy Goals and Economic Growth
For many African nations, increasing crude oil production is essential for addressing the continent’s energy challenges and fostering economic growth. Over 600 million people in Africa currently lack access to electricity, while 900 million do not have clean cooking solutions. Lokpobiri and other officials believe that harnessing Africa’s oil and gas resources is crucial for meeting these energy needs while also advancing industrialization.
Gabon’s Minister of Petroleum and President of OPEC, Marcel Abeke, echoed this sentiment, urging a unified approach to tackling energy poverty across Africa. Gabon aims to increase its crude oil production to 500,000 barrels per day in the medium-to-long term while promoting investment in natural gas. Abeke invited international investors to explore the country’s oil and gas sectors, noting that Gabon’s significant gas reserves offer additional opportunities for growth.
“We are committed to leveraging our oil and gas industry to drive sustainable development,” said Abeke. “By investing in these resources, we can create a foundation for economic progress while supporting Africa’s energy security and transition goals.”

Both Lokpobiri and OPEC officials stressed that the development of Africa’s oil and gas sector does not conflict with the continent’s renewable energy ambitions. Instead, they see it as a way to generate the funds and infrastructure necessary to diversify the energy mix and support a stable transition to renewable energy sources like solar and wind.
As African nations seek to balance immediate energy needs with long-term sustainability, increased investment in oil, gas, and renewable energy will be essential.
