The purpose of the residential heat pump rebate programme is to provide financial assistance to the residential market through a rebate, enabling individual customers to purchase energy efficient heat pumps at a rebated cost.

In order to qualify for the Eskom domestic heat pump rebate programme, the
following minimum requirements should be met:
1. For both integrated and split type, the hot water storage system should
be between 100 – 500 litres.
2. The power supply feeding the heat pump circuit must be connected to
the existing circuit breaker (dedicated to the geyser).
3. The control panel should incorporate a programmable time setting
function which makes provisions for hour and minute settings for each
calendar day of the year.
4. The air-source heat pump must have a manufacturer installed integral
protection control and safety function. The control system must be
configured such that it can accept any of the demand control signals
operational in South Africa without failure.
5. For air-source heat pump when at highest fan setting and located
within 1m of the external building envelope, the noise level of the
systems feeding a tank size in the range 100 – 300 litres must not
exceed a maximum of 55dB and for a system feeding a tank size in the
range 301 – 500 litres must not exceed a maximum of 60dB.
6. Dimensioning must be correctly carried out and agreed so that the airsource heat pump will avoid short cycling with the maximum number of
start-up cycles per hour being limited to two under stand-by conditions.
7. The condensate should be fed away from the unit via a pipe
configuration which would be considered durable and UV resistant.
8. Water-line particle filter must be fitted between the circulation pump
and heat pump ‘return’ valve connection to avoid any unauthorised
debris or foreign objects from the heating system entering into or
passing into the condenser and manufacturer sealed-copper water flow
pipes to the heat pump.
9. Acoustic ‘feet’ or neoprene matting must be used on the frame base of
the air-source heat pump when ‘free-standing’ and/or to the brackets
and frame assemblies when fixing to the building envelope. Acoustic
damping material must be used to avoid any potential vibration
transmission into noise, transferring into the heating system or building
as a whole.
10. The outlet temperature without back-up must not be less than 55 C.
11. If the system is provided with a back-up element, the control should be
configured such that the heat pump automatically triggers the element
in case of a heat pump failure. The back-up element size should not
exceed two thirds of the original geyser element size. The element
must comply with SANS 181 and SANS 514 in full.
Note: The back-up element will only be operational in case of total
heat pump failure.
12. Critical heat pump alarms should be audible and accepted by the
client/customer via the control panel interface.
13. Integrated system warrantee should be 1 year, the compressor should
be 5 years and the circulation pump should be 3 years.
14. The South African heat pump suppliers/distributors must produce a
letter of authority (LOA) from their parent company, to trade and
maintain the products within South Africa.
15. An accredited or manufacturer-trained and approved installer must be
considered for the supply, delivery, setting-out, installation, testing and
commissioning of the heat pump system.
16. For the purpose of maintenance, the inlet and outlet lines feeding the
heat pump must be configured with isolating valves (ball valves).
17. The average integrated system COP achieved over the six temperature
points should not be less than 2.8.
18. All electrical work to be undertaken by a licensed electrician registered
with the Electrical Contractors Board and CoC to be issued.
2 Refrigerant types:
In terms of the Kyoto Protocol certain types of gasses will not be allowed
to be used in South Africa. It is the responsibility of the supplier to ensure
that the products offered complies with the latest agreements of South
Africa in terms of phasing out CFCs, HFCs and HCFCs.
1. Refrigerants offered for the domestic heat pump rebate programme will
be less corrosive, non-ozone layer depleting and environmentally
friendly.
2. Recommended refrigerants are as follows: HCF R-410a and R-407a,
R717, R744, R134a, if available, R-600 can be used.
3 Product marking and specifications
A basic layout for a product specification must be completed by the supplier
before the system can be verified. During the verification process the
document will be verified and photos will be added to the report as evidence.
