Regulatory Rules on Power Purchase Cost Recovery.
The National Energy Regulator of South Africa developed the Regulatory Rules on
Recovery of Power Purchase costs in anticipation of Eskom being designated as a
single buyer of all power generated from the Independent Power Producers to meet
the country’s electricity demand with no regulation in place to guide these rules.
